Fluke 1508 Insulation Tester vs VC1508PD and VC4060PD

Fluke 1508 Insulation Tester vs VC1508PD and VC4060PD

Quick answer: The Fluke 1508 is a dedicated insulation tester rated CAT IV 600 V that tests at 50 V to 1000 V and reads from 0.01 MΩ to 10 GΩ. The Vicimeter VC1508PD and VC4060PD are insulation multimeters rated CAT III 600 V that test at 100 V to 2500 V, read up to 50 GΩ and also work as True RMS multimeters for voltage, resistance, capacitance and frequency. If you are equipping an EV workshop, all of our models are compared on the EV insulation testers and multimeters page.

Quick verdict

  • Choose the Fluke 1508 if you work in CAT IV 600 V locations, need a 50 V test step or a 0.01 Ω earth-bond low-ohms range with lead zero, or want pass/fail compare and stored readings in a dedicated tester.
  • Choose the VC1508PD if one CAT III 600 V instrument should cover insulation tests from 100 V to 2500 V (up to 50 GΩ, PI/DAR, timed tests, remote control test lead) and everyday multimeter work: DC and AC voltage, resistance to 60 MΩ, capacitance, frequency, diode and NCV. It does not measure current or temperature.
  • Choose the VC4060PD for the same insulation steps, PI/DAR and multimeter ranges without the remote control test lead.

Both Vicimeter models are 6000-count meters. Even though they display DC voltage up to 1000 V, their safety rating is CAT III 600 V, and that rating, not the display range, sets where they may be used on live circuits.

Dedicated insulation tester vs 2-in-1 insulation multimeter

The Fluke 1508 is built around the insulation test. Alongside it, the manual lists AC/DC voltage from 0.1 V to 600.0 V and an earth-bond low-ohms function from 0.01 Ω to 20.00 kΩ with lead zero, which is what you need to check protective conductor and bonding continuity. Pass/fail compare and reading memory suit acceptance testing, where each result is judged against a limit and recorded.

The VC1508PD and VC4060PD put an insulation tester and a multimeter in one housing. Besides the insulation steps, they measure DC voltage to 1000 V and True RMS AC voltage to 750 V, resistance on ranges from 600 Ω to 60 MΩ, capacitance on ranges from 6 nF to 100 mF, frequency to 60 kHz, diode and continuity, and they have NCV for a quick non-contact check. For a technician moving between insulation checks and general fault finding, that means one meter on the belt instead of two.

What neither side does matters as much. None of the three measures AC or DC current, and the VC1508PD and VC4060PD do not measure temperature, so they cannot replace a multimeter with current ranges when you need to read a parasitic drain or a charging current. If you want current and temperature together with insulation, look at the VC1508AT or VC1508B+, which add AC/DC current to 20 A and temperature from -40°C to 1000°C. They test insulation at 250 V, 500 V and 1000 V (AT) or 500 V and 1000 V (B+), without PI/DAR. Our lowest general resistance range is the 600 Ω range, so it is not a substitute for the Fluke 1508's 0.01 Ω earth-bond range.

Insulation test voltages: 50 V to 1000 V vs 100 V to 2500 V

The Fluke 1508 covers 50 V, 100 V, 250 V, 500 V and 1000 V. The 50 V step matters for low-voltage control and telecom wiring and for circuits near sensitive electronics, where a higher test voltage is not allowed. If you need 50 V and prefer an insulation multimeter, the VC1508PC (with remote control test lead) and VC4060PC test at 50 V to 1000 V, read up to 20 GΩ and also calculate PI and DAR.

The VC1508PD and VC4060PD drop 50 V and add 2500 V. The 2500 V step reads to 50 GΩ and is useful on equipment rated above 1000 V and on large assets with high insulation resistance: industrial motors, transformers, feeder and charging equipment supply cables, and switchgear. On equipment rated at or below 1000 V, follow the test voltage in the equipment standard or maker's procedure rather than choosing the highest step.

All three meters indicate polarization index (PI) and dielectric absorption ratio (DAR), which compare readings taken at two points during one test. Because they are ratios, they depend less on the size of the equipment than a single reading does, and a low value points to moisture or contamination. On the VC1508PD and VC4060PD, measurement time selection lets you run every test for the same duration, so readings from different visits can be compared. For the method behind PI and DAR, see our guide to PI and DAR insulation diagnosis.

Safety ratings and EV high-voltage service

The safety rating is the clearest difference. The Fluke 1508 is rated CAT IV 600 V under IEC 61010, so it is designed for the origin of an installation, such as the service entrance and utility connection, up to 600 V. Its voltage function is limited to 600 V on any terminal. The VC1508PD and VC4060PD are rated CAT III 600 V, which covers distribution panels and fixed installation up to 600 V, but not the supply side.

In EV service, the insulation test is done with the high voltage system powered down, the service disconnect removed and the circuit isolated. Vehicle service procedures commonly call for 500 V DC on 400 V platforms and 1000 V DC on 800 V platforms; always follow the maker's manual. Both PD models have these steps. Never use the 2500 V step on a battery pack, inverter, BMS or any on-vehicle high-voltage harness, even when disconnected; it is meant for equipment off the vehicle. The step by step method and pass limits are in how to test EV high-voltage system insulation resistance.

The zero-voltage check before work is a separate matter. On an 800 V platform, a live check needs a meter rated for that voltage, such as CAT III 1000 V. Neither a CAT III 600 V meter nor a tester limited to 600 V is suitable for that check, whatever its display range. Use a suitably rated voltage tester for the check, then the insulation tester for the test.

A remote probe helps at recessed HV connectors: you hold both probe tips on the pins and start the test from the probe, without looking down at the meter. The Fluke 1508 includes a remote probe, and the VC1508PD comes with a remote control test lead. The VC4060PD has no remote control test lead and suits bench work and connections made with clip leads.

When the VC1508PD or VC4060PD is a practical Fluke 1508 alternative, and when it is not

A practical fit:

  • EV repair workshops that test at 500 V and 1000 V on isolated systems and also want voltage, resistance, capacitance and NCV in the same meter.
  • Industrial motor, transformer and cable maintenance where a 2500 V step, readings up to 50 GΩ, PI/DAR and timed tests are needed.
  • Factory quality inspection and electrical maintenance teams that run insulation checks inside panels and machines rated within CAT III 600 V.
  • Tool distributors and OEM buyers who want one product line that covers both EV workshops and industrial customers.

Not the right choice:

  • Work at the origin of the installation that requires CAT IV 600 V.
  • Procedures that require pass/fail limits or stored readings in the instrument.
  • Earth-bond and protective conductor tests that need a 0.01 Ω resolution low-ohms range.
  • Jobs that need a 50 V step: choose the VC1508PC or VC4060PC instead.
  • Jobs that need current or temperature: choose the VC1508AT or VC1508B+.

Fluke also specifies, for the 1508, that the test is inhibited if more than 30 V is present, a nominal short-circuit test current of 1 mA, and automatic discharge in under 0.5 s for capacitance up to 1 µF. Our product pages do not list these items for the VC1508PD or VC4060PD; if your test procedure specifies them, ask us for the user manual before you order.
